Politicians vs Functionaries vs candidates #15

It should be clear which kind of people get submitted in the database.

Politicians > Candidates Politicians =? Functionaries Candidates != Functionaries

We have all of them, and you're right that they should be distinct. I think the memberships have to be qualified as to say that it's not a post, but a candidacy to a post. We make no distinction between elective or appointed posts, should we?
