Revisar traducciones de todos los textos #31

En varios sectores de la web se observan textos en ingles. Se debe traducirlos

Acá hay dos detalles. Uno son las traducciones en el archivo po/mo que vienen de transifex. Otra es si los textos están bien compilados, eso se hace con el manage.py compilemessages

Hay traducciones faltantes en esta página: http://beta.policrowd.org/help/api También hay un tema: Si los usuarios tienen configurado el navegador en inglés, les aparecen las strings en inglés, esto habría que deshabilitarlo en settings, es otro issue.

BTW: Ya compilé los textos con el compilemessages y no cambió nada.
