More punishment for bad toast #50

Possible to keep the scoreboard ticking over by producing terrible toast time and again!

Ensure there are disincentives - either rep is more immediate or different scoring algo

I think this was due to reputation being bumped up for "fast" toast. That is fine for score, but not reputation - rep should be all about quality.
