separate wrapper for weifund #34

I think something like SDTVWeifund is Campaign which has a reference to SDTVCrowdfunding and returns whatever the Campaign interface wants ?

I think SDTVWeifund needs to be more of a wrapper; SingularDTVCrowdfunding shouldn't get "bloated" by the implementations of weifund
