What does this PR do?
Creates the bootleg token and tests it.
It doesn't mint a token for us, that's coming after this pr
Description of Changes
Everything in bootleg-tokens/contracts/erc721 is copied from openzeppelin b/c of the payable fiasco.
There's also some refactoring to make the tests reusable.
