What does this PR do?
Dev environment wire's itself for migrations on start. Configure contract ABI's so contract addresses can be set.
Description of Changes
Move the ganache port to 7545 so the UI can be used. Manually specified contract ABIs so browsers wouldn't pull in the giant assets. It also gives us a spot to put production contract addresses when we're ready.
