Upgrade packages to web3@1.0.0-beta.37 - Version 2 #36

This PR is based off @ziogaschr's PR https://github.com/ConsenSys/abi-decoder/pull/31 wiTH a few updates required to pass the unit tests. I added this because of some "urgency" to landing a different issue, here.
