The voluntary-exitdocumentation does not cover all the input options to use the validators-external-signer-public-keys CLI option. It should be the same as when it is used elsewhere (i.e. in the validator-client).
It misses out on the following options:
Use the URL to load the public keys from a remote service.
Use the value external-signer to load all public keys managed by the external signer.
