update solc version #108

Right now, solc is on version 0.5.5. An update on solc breaks some unit tests on gas estimation. So it would require an update on the tests as well.

Based on the current interaction with web3j, and the web3j-maven-plugin, we decided to upgrade solc to v0.5.17, which is installed by default by the maven plugin.
