Use new Azure Key Vault Java SDK #1072

The Azure SDK used by Tessera has been replaced (com.microsoft.azure:azure-keyvault --> com.azure:azure-security-keyvault-secrets).

We should switch to the new SDK so that we can keep up to date with fixes/features.
