docker image signing #1396

Docker image signing. We're trying to make this as standard for ConsenSys repos - here is circle CI config we could copy from EthSigner. We would just need the right keys (ethsigner uses context dockerhub-opsquorum-dct) https://github.com/ConsenSys/ethsigner/pull/404/files
