Refactor high level tessera APIs #9

Update the tessera low level APIs (/send and /storeRaw) and their tests
Remove un-relevant code enclave/generic and rawTransactionManager
Add setPrivate to utils
Add support for quorum in web3.priv.waitForTransactionReceipt
Update quorum examples
Added UT tests
Update Integration tests
