What does this PR do?
Basic development server to test that the public resolver can work.
Description of Changes
Server uses Koa. I wrote my own ens helper as the ones that existed didn't seem to support multiple networks and/or custom abis. I'll likely contribute that back to one of them before I'm done, but this is faster for now.
Same assumption as before about tests: This is still a WIP so I'm not testing as I go.
