Extent for Marin is at a low resolution so map doesn't display #10

we also have more data to add in so that should increase the extent. Regardless would be good to fix so that display always starts at a extent that is at a minimum for the map background to appera

Problem: Currently, the starting map extent (zoom level) is not specified on a project-by-project basis. This can potentially lead to users needing to pan around and zoom in-and-out a lot before they see what they need to see on the Leaflet map, thus diminishing ease-of-use.

Desired Solution: Define starting map extent for each project so that the user can get a high-level view of where all the project sites are.

For example, TEAM's starting map extent should be the minimum possible zoom level, because there are TEAM project sites around the world. Marin's starting zoom level should only cover region in Northern California where the respective project sites are located.
