Cplus API: Allow plugin to fetch and download the scenario outputs #395

This is part of #367. Once the analysis processing is finished, the plugin should be able to download the scenario outputs to local directory and then generate the report. The plugin should only download the final output and weighted_ims intermediate outputs.
