Cplus API: Investigate Input layer preparation in worker

Currently, I tested download input layer (1.04GB) using AWS S3 cli and python logic in the worker. Below is the comparison:

• aws s3 cli: 15seconds
• python logic: 26seconds

The python logic is much slower when downloading the input layer, we can investigate:

• Check the TransferConfig that is passed to Django-Storages
• Check whether python logic has other logic that may cause the slowness.
