Currently, admin can update the privacy type from django admin. We need to ensure that the layer file directory is also changed.

I have private input_layer that is stored in: 3/ncs_pathway/Final_Alien_Invasive_Plant_priority_norm_eWmE0DF.tif
Then, admin changes the privacy type to common layer, expected result would be stored in common_layers/ncs_pathway/Final_Alien_Invasive_Plant_priority_norm_eWmE0DF.tif
