Feature/450 online task background #475

This is PR for running online task in background (https://github.com/ConservationInternational/cplus-plugin/issues/450) Demo: https://youtu.be/Z-31nvtCkKU

TODO: If online task exists and not finished, show notification/popup to user whether they want to view its status or not. If it's finished, we've already implemented the flow.
