Fix affected areas text box text

• Per discussion with @boc84 should refer to Affected Areas (with capitals)
• Also add link to https://prais4-reporting-manual.readthedocs.io/en/latest/voluntary_targets_and_others.html?highlight=affected%20area#affected-areas within the explanatory box on right hand side of screen
• Move the checkbox above the region selection

@azvoleff I suggest we leave the current text next to the checkbox as it is and add as a tooltip or in the righthand bar:

“Reporting on affected areas is an optional element in the UNCCD 2022 reporting process and is additional to national reporting. “Affected Areas” are defined in Article 1 of the Convention as “arid, semi-arid and/or dry sub-humid areas affected or threatened by desertification.” Parties may opt to use this definition or to provide the operational definition of affected area in use in their country.”
