Gem racc needs /usr/lib/ruby/include/ruby.h from apt ruby-dev

Yes, I am attempting to setup a dev instance, on my mac (m1) with Ubuntu-22 VM from Multipass. So far, all has gone ok except for the ruby-gem "tomoto", which refused to compile native code due to some gcc avx512 flag for performance optimizations.

I can discuss more about my goal via linked-in / slack / signal or some other messaging system.
