TES Support in Consonance #144

Consonance should be updated to support the GA4GH TES standard. A preliminary attempt seems detailed here, but it is not apparent to me if any API is prepared to accommodate the Task definitions encapsulated there.

Should Consonance maintain its current webservice alongside the TES API, or should the TES API necessarily deprecate the current webservice? Additionally, are there any other concerns involved in adding the TES functionality that I haven't considered?

@alex-hancock I don't do much Consonance development anymore, very little time for it at the moment. I'm also a bit out of the loop on GA4GH TES. The preliminary attempt you link to was initially developed by @denis-yuen so he would probably be the best person to ask about this issue.

I think this may have been addressed in a phone call, I may be incorrect. This attempt was not hooked up properly in my recollection a new attempt is certainly welcome and should probably refresh from the latest TES since this code is almost certainly out of date.
