Draft of WES implementation over consonance.

• Works over AWS with md5sum-workflow cwl.
• DELETE workflow endpoint not implemented yet. Requires some infrastructure changes to consonance.
• Reaper-bug, clean up logic needs review.
• Delete workflow (functionality) might require an additional thread.

• Now allow for consonance to successfully schedule a job on aws.
• Provision an instance with the require tools.
• Run the pipeline via dockstore.
• Provision outputs to AWS.

FUTURE

• Update WES-SCHEMAS to 0.3.0 currently 0.1.0
• Add DELETE functionality to support WES.
• Add client calls to WES-Consonance for test purposes & programatic calls.

Thanks @achave11 this helps keep Consonance relevant by putting it in the maintenance path with the Workflow Execution Service.
