Problem Statement

In the development of recent versions of the standards the ongoing need for the management of change across a multitude of participants at different velocity has become clear.

There is a need for mechanisms to exist to allow ADRs and DHs to advertise the features that they support at a granular level to allow for different participants to implement support for changes to the standards at different rates.

A number of these mechanisms already exist through the use of end point versioning and the adoption of OIDC discovery, however, there are potential gaps for specific types of change that needs to be addressed.

Work needs to be done on this issue to define the specific areas, or types of change, that need to be addressed before a proposal can be developed.
