[Placeholder] Decision Proposal 324 - Holistic uplift for NPP data sharing

This is a placeholder for an upcoming consultation.

This DP will include the following content:

• Considerations first raised in Change Request 229 to support newer versions of the Osko (X2P1) overlay
• Supporting additional NPP service overlays for Single Credit Transfers (SCT) and international payments
• New APIs to support getting a list of PayIDs they have registered with their Data Holder
• New APIs to support getting a list of PayTo arrangements (mandates). This would be equivalent to consumers getting direct debits they hold with their Data Holder
• Any supporting data clusters, data language standards and oAuth scopes

@CDR-API-Stream could we get this added to the list to discuss at the next Maintenance Iteration meeting? At least the first 2 points. We are still seeing some DH's passing us invalid enum's (X2P1.02 for example) where they have added support for additional types outside of the standard. Would be great to get the standard to 'catch up'

It was noted in the MI call on 29 May that this comment, although separate, could be considered in relation to the changes proposed in #636 - Remove BankingTransactionDetail and incorporate extendedData into BankingTransaction.
