Regression test for scrapers #235

Write a script to run QS regularly on current scrapers to alert when publishers change the website

We actually already have this system, but it only runs when a new scraper is contributed or an existing one changed. At the moment the system always reports that scrapers are broken because there are some out-of-date scrapers in there. I will update them this week and get the system working again.
