Styling the forum single topic page #48

Now that the structural work has been done to simplify the single topic page, we can start into styling it. I plan on posting a number of more specific issues for this and would like to use this post to provide an overview.

The design of the single topic page (aka forum thread page) is something we work on almost 2 years ago. You can see where we came to at Forum Thread Page. Details have changed since then (like in the header) but I still like the overall design approach and feel. There is also a lot that I like about the design of our current forum's topic pages. I'd like us to use both of these as reference points as we style the single topic page in it's current form.

I'll be using https://dev.bfcom.local/groups/bfnet-web-team/forum/topic/common-ground/ as my example page for more specific topics.

Let's use this issue thread for discussing overall design questions for the single topic page.

@rgilman I leave it to you to decide when to close this. We can close a general issue like this even before everything is completely done, as long as there are specific issues for the remaining tasks.
