bump numba version to 0.52.0 when upgrading umap-learn to >=0.5.0 #19

Most recent umap-learn release adds a bunch of cool looking new features but dependency upgrades caused a slew of package conflicts when installing into environment built from cdl-jupyter:3.8 that the conda solver reported really inaccurately. Solution ended up being to upgrade numba from v0.50.1 to v0.52.0.
