I cannot reproduce this error using LUbuntu 18.10.

Unfortunately we do not provide this package at this time. It should however be fairly easy to build it (and its missing dependencies) from source. This is how I did it:
conda activate base
conda install -y conda-build
conda skeleton cran --cran-url https://cran.r-project.org --output-suffix=-feedstock/recipe --recursive --r-interp=mro-base r-rcmdr-feedstock
conda-build r-tcltk2-feedstock --no-error-overdepending
conda-build r-car-feedstock --no-error-overdepending
conda-build r-readstata13-feedstock --no-error-overdepending
conda-build r-survey-feedstock --no-error-overdepending
conda-build r-effects-feedstock --no-error-overdepending
conda-build r-nortest-feedstock --no-error-overdepending

This works fine for me.
We have two R ecosystems in Anaconda Distribution at present, the one you have installed (it happened by default) is a repackaging of MRO. The other R ecosystem we build entirely from source.
Would it be possible to install the other R ecosystem and see if that is an effective workaround for this issue? To do this:
conda activate rstudio
conda install _r-mutex=1.0.0=anaconda_1.. then to build and install Rcmdr:
conda activate base
conda install -y conda-build
conda skeleton cran --cran-url https://cran.r-project.org --output-suffix=-feedstock/recipe --recursive --r-interp=r-base r-rcmdr-feedstock
conda-build r-rcmdr-feedstock --no-error-overdepending
conda activate rstudio
conda install -y -c local r-rcmdr

Actual Behavior
I'm pretty new to R in Ubuntu.
I am running R (3.5.0) in Rstudio 1.1.456 through Anaconda.
The operating system is Ubuntu 18.04.
In R studio I select the package Rcmdr, I get an error saying that tcl probably has not been installed properly.
I then tried package tcltk by itself, and I get the same error.
