Anaconda Navigator not opening on Windows

Actual Behavior

Anaconda Navigator is not launching. I get the below error:

I read through isssue https://github.com/ContinuumIO/anaconda-issues/issues/1581 and tried conda update conda conda update anaconda-navigator with no success.

I am using a Jupyter notebook with the IRkernel. I can launch Jupyter on its own, but it won't recognize the IRkernel.

After pointing Jupyter to the IRkernal, I was able to open a notebook with the desired kernel. However, I would get an error that opebblaslib.dll was missing. I was able to get around this by creating an environment with r-essentials package. Now I can open Jupyter at the command line and create a notebook with the IRkernel.

Anaconda does not start anymore after an automatic windows 10 update. Please help
