ERROR conda.core.link:_execute(698): An error occurred while installing package 'defaults::icu-58.2-ha925a31_3'. #12036

Actual Behavior

ERROR conda.core.link:_execute(698): An error occurred while installing package 'defaults::icu-58.2-ha925a31_3'. This error is occuring whenever i make the new environment using conda create -n talkingbot python==3.5.4 then i install tensorflow= 1.0.0 using pip install tensorflow==1.0.0

Expected Behavior

I want that spyder should open properly without any problem I tried to install spyder using anaconda Navigator but it is not installing there also

Anaconda or Miniconda version:

I have encountered the same problem on Windows when working in Conda environments for Python 2.7 and 3.5 when I attempt to install ipykernel. The error does not occur for Python 3.6, 3.7, or 3.8 environments.

I also get the same issue when I install the conda in win10, tried with both python 3.7 and 3.8, the issue persists. And after it is installed completely, I cannot find Conda in my menu for opening , and going the Conda directory to open the application also failed. But the miniconda is fine , already stuck here for 2 months.
