Psteinberg/docs on steps #117

Provide a full page of documentation on all the classes in elm.pipeline.steps and provide links to this page where relevant in other docs/examples.

We have to actually wait for the CI test on this PR because it makes also a 1-liner change to some Python code (modify the synthetic data helper random_elm_store to make the examples simple to write).
