Copy functionality from NASA-Develop repositories #135

This is a useful repo of LANDSAT and other NASA tools:

But....it depends on arcpy (ArcGIS).

TODO: Copy some of the functionality from this NASA-DEVELOP repos to elm without arcpy. This is started in #134

@gbrener @jbednar I haven't had a chance to look through all of these NASA-DEVELOP repos yet, but they were mentioned by people at STSCI.
