Make example notebook(s) for experimenting with disaster mapping, e.g. fire, flood #190

Create example Elm / Earthio / Geoviews / Holoviews notebooks demonstrating how one could do near real-time mapping of events like forest fires, floods. We should begin this work after making more progress on the ML + GIS refactoring goals of #149 to minimize churn. Also the work should be sequenced after or concurrently with documentation updates that are needed, e.g. #188 .
