This involves moving some of Loikith et al time series examples we have written to elm

This issue was created in Phase I. We generalized some of the temperature PDFs clustering spatial time series feature engineering in elm.sample_util.ts_grid_tools. Note elm.sample_util is moving mostly to Earthio so check there if you get a broken link.

I'll close this issue and later in Phase II as we address the Data Structure Flexibility milestone 's "Task 2: Feature engineering options for 3-D and 4-D data sources" we'll create more specific issues. Those issues will be in part shaped by our NASA integration project(s) between now and then.
