Development packaging #29

Wrap up development package uploading from Travis-CI. This is motivated by the following message in company chat:

@PeterDSteinberg Another thing @gbrener - I did anaconda package --create elm/xarray_filters - I see some indications it exists on anaconda but a pkg has not been uploaded to it yet

CI was on hold for a few weeks but can be resumed closer to Nov 1. Ties into https://github.com/ContinuumIO/xarray_filters/issues/28
