Changelog:

General reformatting and refactor to HTML markup and JS on Issues page: added more semantic HTML.
Add separate CSS file for Issues page
Remove Bootstrap markup and styles from page and added responsive layout using flexbox.
Implement Infinite Scroll using Waypoints library.
