Inconsistent alarm state #1774

Observed alarm server where alarms where in 'current' state UNDEFINED/Disconnected() while the PV in fact appeared connected, and should have been.

With alarm state update, lsa and pvs commands on console will show state of alarm's PV when problem occurs again.
