Whenever I was trying to map input for the throttle on my Steam Deck, the input gets held down constantly. Unsure if this is an issue with the game, Wine, Steam Input, or some weird combination of these things...

It could be any of those indeed. If that helps, the game dislikes separate gas/acceleration axes, so if you can configure triggers to be on a single combined axis, it may help.
