Add basic step by step tutorial for setting up mod_wsgi to WIKI documentation.

Don't want to cover actual module installation, but should cover setting up
Apache configuration in main configuration file and/or htaccess files.
Should say a little bit about file permissions and about user that Apache
runs as, but otherwise refer to more detailed documentation on these topics
where appropriate.

In other words, should be a quick dummies guide for those people who can't
be bothered to read lots of documentation. In other words, minimal, but
complete enough documentation to get people going.
