[Bug]: tick rate异常 #12

Describe the bug

tick rate无法准确设置，游戏速率设置为非 默认值（20）后，无法直接设置速率

To Reproduce

/tick rate 100 /tick rate 2

Expected behavior

游戏速率设置为2而非20

经过测试，tick rate 100 之后执行 tick rate 2 并不会使rate变为20，而是使rate变为5左右。这中间一定存在某种数学关系
