Well it is only a dummy. There is technically no loot table like this. Also, OW loot kind of requires a village, with diminish chances for some loot and all that good stuff.

Why would you ever need to create chest like that?

To test new additions to items, test empirically if the item distribution is correct. I now realized I can just use unique loot table names and not this one.
