Pretty sure we agreed that would be the case.

AllUnlockedRefreshChance: 0.2 is just for when you complete a trade which doesn’t result in new tier.

Just tested in 1.8 to be sure and new tier always unlocks previously depleted trades, yes.

Related to #2. Now that is fixed, it should work.
