feat: Create Upstream PRs #1215

Description

PR adds new GitHub Action to pull PR's from upstream and creates local PR's in current repo. This will allow me to review new features and add them into my repo selectively.

Here is the latest update, there was some JSON parsing issues and I wanted to make sure I didnt pull in duplicates.
