Smart Contract : Yield RA Rates update #198

Overview

We need a way to update the exchange rate in case the RA is a yield bearing one.

[ ] 1 Specific role for updating rates in config contract
[ ] Set a cap when updating the rates(only allow lowering the rates a % from current rate, e.g max is 3-10%)
[ ] The rate cannot go higher than current one
