Menu dropdown should show on hover #46

On desktop, we'd like to explore having the menu dropdowns show when you hover over it.

Adding this functionality in 'header-images' branch (among other things), but the behavior is a little strange if you mix hover and on-click actions. Also haven't tested this on mobile yet, but we can review in tomorrow's meeting.
