Update developer references (e.g. mailing list) #447

It appears that the dev mailing list at https://mail.mozilla.org/listinfo/services-dev which is linked here does not exist, please update information. If there is an IRC channel (or use the freenode #pyramid channel?), or if there is an active Google group, then that should also be mentioned; there seems to be a cornice tag on Stackoverflow, please add that reference also.

This all should be documented.

The mailing-list was closed because it hadn't received activity for a long time.

Thank you, @leplatrem. So where do I ask general questions and raise discussions regarding Cornice then? A mailing list would be a good place 🤓

Currently, I would suggest Stackoverflow for usage questions and Github issues for discussions.

But to be honest, I don't care managing everything via Github issues ;) We can just close them once the answer was provided.

Issues seem like an odd place for random discussions though, and same with Stackoverflow. Which is why I like to use mailing lists…
