Mmaps not enabled? That often causes NPCs to walk in the air or down into the ground. What about core revision hash info / DB revision?

All is enabled and core is new. He "jumps" just for a second. This happens when he walks the way up.

Hmm, maybe something is wrong with his pathing (waypoints), but I don't know. I hope @Salja or some other user knows more about this.
