Manual scrape run for 5 banks that start with C #7

We want to know what a good structure is for all the metadata we will collect for banks, their URLs (websites and links to policy documents), and their policy documents themselves.

Story is done when you've gone through the action of manually scraping 5 banks, write up findings of the process on the wiki, and are ready to contribute to a discussion on a structure for metadata of bank data that is pertinent to scraping.

Will try to do 3 more before tomorrow, unfortunately I'm a little ill which impacts my productivity.
