2000-2010 crosswalks broken #4

Thanks for taking the time to bundle this package up so cleanly. Very useful!

Currently, I'm finding that the load function for crosswalks fails for 2000-2010 files, because:

  1. They use , instead of | as a delimiter
  2. At least for Maine and Rhode Island, the last column has a bunch of junk trailing whitespace that messes things up.
