Allow Manual Location Adjustment #57

Allows users to drag the location pin for manual adjustment of the address attached to the report.

Solid work! At some point we should make it clear that you have to tap and hold the pin for a second before they become draggable. I also made some comments assuming that users were going to be able to make the pin's coordinates different from the address given, but that might not be a necessary feature. Looks good to merge though; you can make some of the minor changes later.

Good point on the tap and hold. Maybe we add a little helptext banner thing to instruct users how to use that component. And yeah for now the address and coords stay in sync for data integrity and users can always explain things in the description. But we can mess with how we display the text address later as we get more feedback
